Leadership, management and governance development: 2022-23 impact evaluation

The Education and Training Foundation (ETF) has awarded a contract for the provision of services: an independent theory-based impact evaluation of three ETF leadership, management and governance development programme areas delivered from 2018-2023. In the absence of opportunities for using a quasi-experimental design to collect primary counterfactual and longitudinal evidence to demonstrate programme impact conclusively, a theory-based impact evaluation was proposed.
