## Description

The Education and Training Foundation \(ETF\) has awarded a contract for the provision of services: an independent theory-based impact evaluation of three ETF leadership, management and governance development programme areas delivered from 2018-2023\. In the absence of opportunities for using a quasi-experimental design to collect primary counterfactual and longitudinal evidence to demonstrate programme impact conclusively, a theory-based impact evaluation was proposed\.
