Leadership, management and governance development: 2022-23 impact evaluation

The purpose of this invitation to tender is to commission an independent theory-based impact evaluation of three Education and Training Foundation (ETF) leadership, management and governance development programme areas delivered from 2018-2023. In the absence of opportunities for using a quasi-experimental design to collect primary counterfactual and longitudinal evidence to demonstrate programme impact conclusively, a theory-based impact evaluation is proposed.
