The Council's requirement under this Contract is to appoint a team of consultants to provide a co-ordinated approach to: o An urban design guide for the town centre o A concept urban design for the creation of a high quality public realm based around a new pedestrian underpass that is to be created in partnership with Network Rail under the rail line in High Street Grays and associated public squares and development plots. o Detailed urban design based on the concept design
