Net Zero Place Framework

Create a framework for understanding the characteristics of UK places (represented by local authority boundaries) which explains their current performance in terms of climate change (progress towards 'net zero') and helps define and prioritise actions which a place can take to improve this performance. Framework to be created in close consultation with relevant stakeholders / intended users within local authorities. In addition to the framework itself, the successful supplier will also create an algorithm which situates a place on the dimensions of the framework (in terms of performance and capabilities) and which can be implemented online as a self-service questionnaire.
