GB-Watford: Winter Shelter - Homeless Severe Weather Protocol

Watford Borough Council is seeking to provide emergency accommodation for rough sleepers, between 1st December 2024 and 31st March 2026, as a response to winter and severe weather. The Council requires the Provider to facilitate a winter night shelter with the following specification:

-Accommodation from 1st December 2024 to 31 March 2025 and for the following winter. There is an option for a third year. -15 bed spaces. -Access to these spaces should be available from 20:00 - 08:00, 7 days a week. -The service provision should be within 3 miles of Watford town centre. -1 hot evening meal should be provided to those accessing the provision. -Shower facilities should be provided to those accessing the provision. -Staffing should be adequate to provide a safe environment. -Staff should have adequate skills and experience to support the cohort. -The use of volunteers are considered beneficial.

This is being operated as an Open Tender

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
