## Description

The Council intends to make a direct award of a contract for ICT services to move the ICT provision for the Council's financial system to a Cloud based system\. The Council has concluded that this is permitted under Regulation 32\(2\)\(b\)\(ii\) of the Public Contracts Regulations 2015\. The procurement procedure falls under Regulation 32 of the Public Contracts Regulations 2015 and competition is absent for technical reasons as the services can be provided only by a particular economic operator\.
