## Description

Highways England is looking to set up a contract to provide technical support to develop a lighting asset performance measuring system to ensure our LED lighting asset \(both road lighting and traffic signals\) is performing as expected, and if customer complaints such as glare and flicker can be appropriately assessed, measured and dealt with\.
