Description

The project aims to support GoU with the development of a concept of the SME Development Strategy 2021-2025 including the specific needs of SMEs in Donetsk and Luhansk oblasts; assessment of opportunities, mechanisms, and approaches for the development of regional SME support infrastructure; institutional and capacity building of the Export Promotion Office (EPO) and its further transformation into an SME support institution - Entrepreneurship and Export Promotion Office (EEPO). Phase 3 of the project is designed to accelerate the implementation of state policies to support the SMEs on a strategic, institutional, and programme level by providing GoU with SME support policy and programming implementation capacity. It aims to build the Ministry of Digital Transformation (MDT) and EEPO capacity to design, coordinate, and implement a coherent SME support policy. In particular, the project will build on the analysis and programme designs of the previous phases to bolster the organizational capacity of the central SME support agency, design the SME development strategy and rollout the SME support offices across Ukraine under the Diia.Business brand.
