Regulation 32\.2\.b\(ii\)\]Award of a contract without prior publication of a call for competition in the cases listed below\. •The services can be provided only by a particular economic operator for the following reason: •absence of competition for technical reasons The Aspen offering of Aspen Plus and Aspen Capital Cost Estimator has been selected by CPI, following an assessment of alternative applications available on the market \(Intelligen Inc SuperPro Designer software\)\. Solutions were assessed against CPI's requirements for use within Process Technology for use where engineering design and techno-economic analysis are required for mass & energy balances for complex projects and the Aspen offering was the only solution available to meet CPI's needs
