Work description
The Collaborative Delivery Framework (CDF) reached its OJEU limit for new work late 2017. A replacement agreement, meeting Highways England's needs to deliver the Roads Investment Strategy is required by the end of 2018. The existing "Routes to Market" (RtM) procurement team has been established consisting of HE procurement specialists, supported by specialist consultants to procure a solution. Further specialist procurement advice and support is now required to help drive the project forward, implement key deliverables, and enable an increase in momentum as RtM moves into the critical procurement phase. This requirement for technical support is central to Highways England: - achieving a successful outcome, - mitigating against the risk of failing to deliver a timely RtM solution, - increasing HE's ability to maintain delivery of the RIS, - reducing the risk of criticism from the ORR and NAO.
