Work description

Getting high overall response rates is the most critical factor of the census. It is impossible to accurately predict the mix of response channels; the 2019 Rehearsal can help but this will be determined by public behaviour and also unpredictable events (e.g. media stories about loss of personal data by other organisations - such as the recent Talk Talk 'hack' - may reduce the public's confidence in data security in general, irrespective of the actual strength of our security measures). This means with a multi-channel response strategy we have to plan for more than 100% capacity between the different channels and build in contingency (which includes extra paper processing capacity).
