Soft Market Testing for financial model to assess viability of building/developing housing units

The London Borough of Merton ("the Authority") is seeking to undertake soft market testing exercise for a model to assess whether a construction project is viable from given details and prepare a cash flow forecasts for monitoring. The model should be able to accommodate assessment of the project with initial to detailed project costings and, if possible, provide a gradient of viability.
