The London Borough of Merton \("the Authority"\) is seeking to undertake soft market testing exercise for a model to assess whether a construction project is viable from given details and prepare a cash flow forecasts for monitoring\. The model should be able to accommodate assessment of the project with initial to detailed project costings and, if possible, provide a gradient of viability\.
