North Hertfordshire District Council's \(The Council\) objective in the procurement and award of a service for the collection and kennelling of stray dogs is to provide a prompt, effective, efficient and quality service which meets the needs of the authority and provides for a safe and secure environment for confined stray dogs from within the Council's enforcement area\.
