Work description

The current MSVCC contract was awarded in 2020 and supports the victims of modern slavery and human trafficking, and is due to expire in the summer 2025. The current contract does have the option to extend for a further 3 year period until 2028, no firm decision has been reached on whether or not we will be enacting this extension or re-procuring the service and this event therefore is purely exploratory and does not commit the Home Office to a re-procurement exercise.

The service is essential for meeting the Government's legal and international obligations to support victims under the Council of Europe Convention on Action against Trafficking of Human Beings (ECAT) (2005) and the Directive 2011/36/EU of the European Parliament and the Council of the European Union of 5 April 2011.

It forms part of the Government's National Referral Mechanism (NRM), which is the UK's system for identifying and supporting modern slavery victims.

The current service offers support to victims, including the provision of accommodation, translation, financial subsistence, transport and support based on the Service Users' needs.

Main Objectives of the early market engagement event: The Home Office main objectives of this early market engagement event are to ensure: - 1. Suppliers have a better understanding of what Home Office want to achieve for any future procurement activity. 2. Home Office have a better understanding about what the market might be able to deliver.

Next Steps: The Home Office will be holding an early market engagement event at the Home Offices Headquarters 2 Marsham Street, London on the 20 February 2023 and invite suppliers to register their interest to attend the event.

Please note attendance will be limited to two representatives per organisation. Please register for the event by emailing the following team - Collaborative Procurement CollaborativeProcurement@homeoffice.gov.uk.

Suppliers are encouraged to ask questions at the event and to participate collaboratively with other suppliers in a series of workshop activities during the event.

Please note the deadline for requests to participate is 5pm on Wednesday 8 February. Places will be limited, and invitations will be based on a first come first serve basis where we cannot guarantee that everyone who expresses an interest to attend will be invited.
