East Midlands Technical Advisor

Due to timing constraints within the Franchise Competition project timetable (publication of the ITT is scheduled for mid-day May 2018) the project is in urgent need for the award of a new technical advisory contract through a Direct Award; the current Technical Advisor contract value limit will be met at the end of March 2018. There is a significant dependency on the work currently being undertaken (supporting the development of the OBC and ITT) and to be undertaken (substantial work during the Evaluation Period and identification/resourcing of Evaluators; August 2018 - April 2019) by the Technical Advisors for successful delivery of the competition.

The Evaluation Period will require a significant number of Evaluators to be resourced; internally there is a very limited pool of evaluators due to resourcing issues with the Department and parallel evaluation times with other Franchise Competitions. The Technical Advisors will be tasked with sourcing up to 75% of the Evaluation resource required for the Evaluation phase (this will be from both internal to the Technical Advisors and SME resources).
