## Description

Highways England's Procurement Division has a workforce plan of 166 FTE\. However, in the next 18 months Highways England is delivering an unprecedented procurement programme, which requires resource above a sustainable WFP\. This involves: 1\. Awarding over £15BN of complex contracts using a variety of sophisticated procurement solutions and contract strategies, including competitive dialogue, negotiated procedure, PFI and Alliancing\. The £15Bn is delivered across 5 multifaceted projects, and all are required to be delivered concurrently resulting in competing resource demands\. 2\. Awarding £5BN of transactional procurement contracts \(under existing frameworks & new OJEU\) required for business as usual activities\. As a result of the unprecedented delivery programme and resource constraints, Procurement is seeking procurement technical specialists through SPaTS to provide support services, as well as procuring a strategic partner to provide a combination of capability and capacity to minimise the risk to delivery of key business objectives\.
