Review of practice, innovation and new approaches in UK grant-making

Research report into innovation and current approaches to UK grant making, comparisons across other funders processes, and gathering an evidence base showing where HLF fits into this picture.

Additional information: 1.3 HLF is now in the early stages in developing its next strategic framework (SF5) which will set the overarching direction for the organisation from 2019 – 2024. As part of this process we would like to have a better understanding of how the HLF approach to grant making compares to other funders operating in the UK today. 1.4 HLF’s annual customer care surveys (carried out since 2009) have been consistently positive. In the 2015 survey, grantees rated the service provided by HLF at 8.96/10, and almost half of grantees that had received a grant from another organisation felt their experience with HLF was better. Whilst we are confident that our services and practices are already of a high standard, we are always open to understanding more about alternative approaches in other grant makers’ portfolios. 1.5 For this purpose, we want to commission a piece of comparative research, looking at the systems and practice of other grant makers, in receiving grant applications undertaking assessments, making decisions, project monitoring and evaluation. It will also be important for researchers to capture examples of innovation, fresh ideas and new approaches, exploring how and why funders are operating in different ways today. 1.6 This research will help HLF devise a new strategic framework that is modern, accessible and fit-for-purpose to meet the future needs of a diverse range of heritage applicants and beneficiaries
