To support the Scorecard Evaluation Programme\. The balanced scorecard is a feature of the latest DfT rail contracts \(EMA, ERMA and NRC\)\. Passenger Services runs the evaluation programme to determine actual performance for each operator by evaluating the available evidence against the relevant scorecard criteria\.
