Public Health England, an executive agency of the Department of Health (DH) (hereafter referred to as "Public Health England" or "PHE" also referred to as the "Contracting Authority" or the "Authority" or the "Employer") has awarded a contract to supply Market Research Services for the Rise Above campaign which is a Public Health England's youth programme that aims to delay or prevent young people from engaging in risky behaviours and more recently with the added aim of building young people's mental health literacy, with the outcome of improving their understanding of mental health and knowing how to act to remain mentally well.
