Description

In preparation of the emerging Bassetlaw Plan it will be necessary for the Council to undertake a National Planning Policy Framework (NPPF) and National Planning Policy Guidance (NPPG) compliant Economic Development Needs Assessment. To paraphrase these requirements, such a study should comprise: • Recent patterns of employment land supply and loss to other uses • Market intelligence and market signals (such as levels and changes in rental values, and differentials between land values in different uses) • Information in relation to infrastructure constraints • The existing stock of employment land, statistics on take-up of sites and the spatial implications of demand for employment land • The locational and premises requirements of particular types of business • Identification of oversupply and evidence of market failure The study will form a robust and credible part of the Council's evidence base that will withstand scrutiny at a Local Plan Examination. The study will provide a qualitative and quantitative assessment of employment land needed within Bassetlaw for the plan period (up to 2035) using a range of data that is current and robust. The study will inform policy development in the Local Plan and inform Economic Development strategy decisions.
