To develop Cumbria as a victim focused restorative practices county. The specification sets the context within which restorative justice is to be delivered. This is likely to change over the years with emerging evidence on new methods & practices to continually improve services. The provider must therefore be flexible to meet those changing requirements & act on feedback.
