## Description

The overall project objective is to develop a detailed understanding of the circumstances and mechanisms that lead to wheel flats, and to provide actionable insight to operators and maintainers that can be used to reduce the risk of these developing in the future\. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises \(SMEs\)\. However, any selection of tenderers will be based solely on the criteria set out for the procurement\.
