## Description

Highways England employs approximately 3,500 employees and has a requirement to provide Motor insurance for those employees driving hire cars whilst on company business\. Since 1996 the Highways Agency has procured motor insurance on an annual basis through the services of a broker\. Motor insurance is a specialised field and Finance & Business Services \(FBS\) do not have the resource or expertise to exploit the market and achieve the discounts available to brokers\.
