Northern Gateway, Western Access, Optioneeing and Strategic Outline Business Case

Procurement of Consultant to develop and identify options to improve the local highway network from Pilsworth Way, Bury (west of M66 J3) to the Moss Hall Lane/Pilsworth Road priority junction - the Western Access into Northern Gateway. The Works required as part of this commission are associated with the full Western Access extent (as described above) to enable the early preliminary designs to be undertaken, with initial concept designs already having been produced. RDA will act on behalf of Bury and Rochdale Councils and will be leading the development of the preliminary designs. RDA will also lead on the procurement. Delivery and out-puts on required surveys to inform and provide greater certainty in the design development. The Proposed Scope of Works for the Consultant in this commission include: • Options Identification. • Option Development. • Strategic Outline Business Case Preparation. • Stakeholder/Working Group Liaison. • Land Ownership identification Direct Award call off via Constellia Neutral Vendor Framework
