## Description

The Council wish to procure and award a contract to appoint a Service Provider\(s\) to deliver the provision of a home care service in Cornwall to individuals that have been waiting for a package of care and support at home for some time and are considered high priority unmet demand\. In December 2022, 512 individuals over the age of 65 were waiting for an adult social care package of care at home, 211 of which were classed as high priority unmet demand\. This is defined as individuals who are at home without care, in a hospital without care \(acute and community\), in a short term care home arrangement and at home waiting for care while occupying a reablement service \(STEPS/Home First\)\. The Council have divided the procurement into a number of Lots, each Lot includes a number of individuals / home care requirements\. An applicant may Tender for one Lot, more than one Lot or all Lots which are listed below: Lot 1: Holsworthy and Bude Lot 2: North Cornwall Lot 3: Launceston and Tamar Valley Lot 4: Three Harbours and Bosvena Lot 5: East Cornwall Lot 6: East and Saltash Lot 7: South West Peninsula Lot 8: Penzance Lot 9: St Ives and Hayle Lot 10: Camborne, Pool and Redruth Lot 11: Kerrier South Lot 12: Central and St Erme TR2, TR5, TR4 Lot 13: Newquay and North of Newquay Lot 14: St Austell Lot 15: Roche and Bugle Lot 16: Truro Lot 17: Goonhavern and St Newlyn East Lot 18: West Near St Austell As the Council's requirement falls under the health, social and other services listed in Schedule 3 of Public Contracts Regulations 2015, the Council have developed a bespoke procurement process that complies with the less regulated requirements set out in regulations 74-77of the PCR2015 \(the so-called Light Touch Regime\)\.
