Description
North East Lincolnshire Council (the Authority) is conducting a further competition under ESPO Framework 664-17 Consultancy Services: Lot 4 (c) Social Care (Children). The Authority requires the Consultant to support it to:- • Analyse and codify the needs within the Authority's care population through review of a significant sample of cases of children in care, including a check on robustness of decision making, reasons for LAC and analysis of these cases over the last 12 months • Analyse data and cross section of decision making across all child protection work. • Show how the Authority's resources are currently allocated to the needs of its LAC • Identify those placements where the Authority should take action to improve outcomes or review cost • Develop a commissioning approach and tools that support the fair allocation of resources, linked to needs and a demonstration of outcomes • Work with a range of key stakeholders (including social workers, commissioning, finance and providers) to strengthen the approach to placements and shift the narrative from risk to support needs • Apply behavioural insight to support the implementation of required changes • Work more effectively with providers, and shape the market.
