Planning and Associated Environmental Consultancy Services for Ebbsfleet Central Area - Modification of existing public contract

Original contract was Called off from Homes England Framework for Multi-Disciplinary Consultant leading on engineering, infrastructure, and transport to support the planning application including the following: - Advice and Strategy - Undertaking Surveys including topographic survey, ground investigations and traffic surveys. - Preparation of Planning Application including transport modelling and transport assessment. - Supporting Post Application Period including revision of documents - Meetings & Workshops with Client, Local Planning Authority and Stakeholders including the Highway Authority - Transport Modelling For Ebbsfleet Central Project, which is to design a new masterplan and prepare and submit an outline planning application for a mixed-use development within Ebbsfleet Garden City." Regulation 72(1)(c) of PCR15 allows for modifications to made if brought about by circumstances which a diligent contracting authority could not have foreseen. EDC undertook significant due diligence prior to contracting the incumbent service provider and there was no evidence that Natural England were considering a SSSI designation and this is therefore considered to be an unforeseeable circumstance.
