Work description

The Council is seeking Expressions of Interest from potential contractors for the delivery of regulatory services for Private Sector Housing.

The Council requires that the Contractor is a suitably qualified and experienced to undertake the specific tasks outlined below in respect of the regulation of private sector housing. The contractor will be authorised by the Council to undertake these tasks.

It is expected that the contractor will undertake the following in respect of the regulation of private sector housing:

•Survey and assess housing conditions in the private sector and, where necessary, take enforcement action against owners, landlords, managers and other responsible persons to ensure homes are maintained in a satisfactory condition.

•Conduct Housing Health and Safety Rating System (HHSRS) inspections and make professional judgements to assess the severity of hazards in the home environment.

•Assist with the implementation, delivery and enforcement of mandatory licensing schemes and be an authorised signatory for all forms of licensing documentation, including licences and associated notices.

•Survey and assess housing conditions in the private sector in respect of application for home repair/home improvement grants. To manage building works and associated contracts involved in carrying out works as specified in the grants including preparing specifications, obtaining estimates or tenders, supervising and approving building work and preparing payment schemes.

•Manage building works and associated contracts involved in carrying out works-in-default, including preparing specifications, obtaining estimates or tenders, supervising and approving building work and preparing payment schemes.

•Undertake appropriate follow up action after the initial intervention which may include: producing written reports or letters, preparing and serving statutory enforcement notices as well as drafting licences for Houses in multiple Occupation.
