Cost Assessment and Ofwat's Special Merger Regime

This Project has two objectives:

To help Ofwat to use its powers under the special merger regime in the Water in way that is well-evidenced and rigorous in support of consumer interests.

To recommend potential changes to Ofwat's approach to Cost Assessment that could mitigate the negative impacts of one or more mergers on its work, and hence on Consumers
