Description
The Council employs civil enforcement officers (CEOs) whose role is to enforce parking contraventions under the Traffic Management Act 2004. The law requires them, in most situations, to serve penalty charge notices (PCNs) by affixing them to the vehicle or handing them to the driver. This can sometimes bring them into conflict with drivers (and indeed other people) and the Council has a duty of care under the Health & Safety at Work etc Act 1974 to assess the risks its staff are exposed to and to take reasonable steps to mitigate those risks. Two ways in which this is achieved (both at this authority and elsewhere) is by ensuring they wear bodycams at all times when enforcing and that they are always equipped with working radios which enable them to stay in touch with each other and the office, wherever they are in the Borough.
