Description
Over the last 18 months, NS&I has seen an increase in staff turnover as a result of an improvement in the job market, where colleagues are leaving in order to obtain a well-paid role within the private sector. In August 2022 employee turnover was just below the 15% threshold. This also has had an impact in recruiting roles for the Rainbow programme due to BAU priorities along with the difficulties in recruitment. The objective of this review is to provide assurance that recruitment is being conducted fairly and effectively in line with the NS&I recruitment policy and the wider Civil Service requirements, and ultimately to determine whether recruitment activities deliver the capabilities required by NS&I. This includes a review of the recruitment cycle, covering role design, advertising, application management and candidate selection. The main areas of the review will cover: - An assessment of a sample of roles against civil service grade criteria and the evidence to support the recruitment decision; - A review of the recruitment criteria used for a sample of recent appointments, and the method of advertising the vacancy; - A review of the assessment and selection of candidates; - The tools and support available for hiring managers The review will not cover: - The process for recruiting for the CEO and Director roles; - The vetting process of individuals
