Work description
This market sounding exercise is being undertaken by Walsall Council to obtain the views of potential contractors on the commissioning process and possible future strategy for the following project:
o Recommissioning of the Domestic Abuse Safe Accommodation offer in Walsall.
The Council is seeking to commission a service provider who will deliver Domestic Abuse Safe Accommodation for victims and survivors of domestic abuse. This is because we want to meet our new legal duty under the Domestic Abuse (DA) Act 2021, and are considering the requirements of the local DA needs assessment and draft DA Strategy for Walsall. We have considered the results of a recent listening and engagement exercise with service users and key stakeholders which pointed to some potential models for safe accommodation with support to help those in most need. The council currently provides a 24 unit refuge (not self-contained) with 3 dispersed units in the community. The engagement exercise points towards a requirement for a more mixed provision of refuge, and dispersed accommodation. The refuge element of the provision will need to be self-contained accommodation, including some 3 bed family units, as this maximises outcomes for service users and can deliver.
