NEPRO3 - COP4 - A pilot evaluation of Echo

The work will include the following elements: 1) Design of a robust evaluation and implementation of Echo to include both process and impact evaluation. The evaluation should also explore barriers and facilitators to implementation for forces considering adopting Echo. 2) Delivery of a practitioner-focused evaluation report, with technical annex, and a presentation of findings. 3) Develop an implementation guide for wider rollout, if evaluation findings indicate success - to include details of software and technology requirements, theory of change and suggested outcomes to use to measure performance.
