## Description

As HS2 Ltd is gearing towards Notice to Proceed \(NTP\), the Infrastructure Directorate is required to explore and validate the viability of the designs submitted by Main Work Civil Contractors \(MWCC\) across numerous technical disciplines\. At this present time, HS2 Ltd does not have the right level of organisational maturity needed for the government to grant NTP\.
