SOW - TOM Full Operating Capability

The contract provides Programme Leadership services to support the implementation of the NRS TOM and associated organisational transformation. The services will provide strategic direction, governance, coordination and delivery oversight across the TOM programme, ensuring successful transition to the future operating model whilst maintaining business-as-usual operations.

The scope includes programme leadership, governance management, stakeholder coordination, risk and dependency management, reporting, programme controls, and decision-making support. The supplier will provide the overarching governance framework necessary to align all workstreams, maintain focus on strategic objectives and ensure effective delivery of the TOM programme.
