Description
National Highways originally commissioned a Trip Information System (TIS) dataset through a contract with Telefonica/Jacobs in 2016 and maintained it since then. The commission included a 2016 dataset and an update for 2019. The contract has now ended, although access to the 2019 dataset is still available on a pay-per-query basis provided Telefónica/Jacobs continue to make the functionality available, which is uncertain. The original TIS represented person-trips from origin to destination (OD) across the country and was used to support a variety of technical requirements, from creating and updating traffic models, including both generations of the company's Regional Traffic Models, to stand-alone analytical tasks, such as travel demand studies. The data was derived using mobile phone signal tracking (from Telefónica customers who had not opted out) and scaled to represent the full population of travellers. The data was disaggregated by time of day, day of week and by inferred mode of travel. The overarching ambition of this work is for National Highways to be in a position to answer two key questions: - What is the need within National Highways for a replacement of the TIS dataset and when that need will arise? - If there is a need, what are the options for an alternative to the TIS dataset and what are the costs and risks associated with each option?
