Work description

In 2015, the Department of Communities and Local Government (DCLG) undertook a formal evaluation of the Value for Money of the Help to Buy Equity Loan Scheme (the scheme).

The key aim of the evaluation was to determine the 'additionality' of the scheme: the number of new homes built in addition to what would have been built in the absence of the policy. The output of the evaluation has been used to inform internal consideration and decision making.

Two years later, the scheme continues to be popular, and is well embedded into the new build market. In light of the significant investment the scheme represents, DCLG want to understand the extent to which the scheme is still supporting the market and how this might have changed over time. This is a new review covering the period since the last evaluation, rather than a refresh of the existing evaluation.
