Work description
To provide external technical economic options analysis and authorship through the writing of the economic case of the Science Capability for Animal Health (SCAH) Programme outline business case (OBC). The case must be compliant with the HMT Five Case Model and actions will include undertaking a Green Book cost benefit analysis of the options and an assessment of the risks, uncertainties and sensitivities around the options in order to assist with the identification of the preferred option. The outputs shall include: - An economic case for the OBC; - Economic appraisal, monetising the costs and benefits of each options as far as possible to calculate Net Present Values; - Appraisal of the benefits which cannot be monetised; - Risk Assessment for each option - financial and non-financial; - Assessment of the uncertainties through sensitivity and scenario analyses; - A detailed description of the preferred option.
