Construction of 22 homes and 3 commercial units at land known as Railway Street, Chelmsford and Glebe Road, Chelmsford

The Guinness Partnership Limited (TGPL) are publishing this award notice on behalf of their subsidiary Guinness Development Limited (GDL). This is a contract award notice following a competitive process via Westworks Development and Construction DPS under PCR15 to appoint a contractor to build 22 homes and 3 commercial units on land known as Railway Street and Glebe Road on Chelmsford, Essex.

The land is being gifted to us by Chelmsford City Council for £2 and both sites have the benefit of planning consent. The build contract is comprised of GDL entering into a JCT Build Contract for the construction of new homes on the land with TJ Evers Ltd (which is the subject of this notice), and a simultaneous purchase of the land from Chelmsford City Council by TGPL.

The contracting authority for the purposes of the Procurement Regulations will be GDL. GDL is a subsidiary of TGPL but is a contracting authority in its own right. Ownership of the properties will be transferred from GDL to TGPL upon practical completion. The transaction for the purchase of land will be between Chelmsford City Council and TGPL.

The Public Contract Regulations 2015 apply to this award.
