Commission of a Viability and Delivery Study for Dudley Sandwell Walsall and Wolverhampton Councils

The four Black Country Authorities (BCAs) of Dudley, Sandwell, Walsall and Wolverhampton are seeking to commission a Viability and Delivery Study to support the preparation of the emerging Black Country Plan (BCP). The Study will provide evidence that the policies are realistic and do not undermine the delivery of the plan, in accordance with the guidance in the National Planning Policy Framework (NPPF). It will also help the BCAs identify housing and employment sites that are capable of being delivered within the Plan period. The overarching objective of this study is to provide a robust evidence base upon which the Councillors of the four BCAs can make informed decisions regarding site allocations. In accordance with the requirements of the NPPF, the protection of Green Belt will be given paramount importance and only considered when all opportunities for development in the existing urban area have been exhausted.
