## Description

Surrey County Council \(SCC\) is determined to lead in efforts to reduce carbon and contribute towards creating a net-zero carbon county and, as such, it has committed to be a net-zero council by 2030\. We are projecting to achieve an intermediate milestone of 69% emissions reduction by 2025 against our 2019 baseline\. To achieve these ambitious targets, SCC must rapidly and consistently decrease gas and electricity consumption in the approximately 220 buildings the Council owns and operates \(Scope 1 and 2\)\. SCC is also assuming a responsibility to support decarbonisation of more than 230 buildings that the Council owns but over which it has little control in respect of their operation and maintenance, such as schools \(i\.e\., Scope 3\), and it is committed to set a net-zero reduction target for these emission sources\. The Council recognises that the extent of this challenge cannot be achieved with internal funding only, so we have applied for and been awarded funding from Public Sector Decarbonisation Fund \(PSDS\) Phase 3 to deliver decarbonisation projects, with a deadline for project completion in March 2024\. This set of building surveys and investment grade proposals covers buildings on the priority list for decarbonisation because they have end of life boilers or unnecessarily high energy use\. It includes a number of high priority fire stations where other investment in the buildings is also targeted and will be coordinated using the benefit of these surveys to produce best value for the site\.
