## Description

This research will consist of two phases\. The first \('Phase 1'\) seeks to: i\) develop a systematic and holistic framework of the determinants of business competitiveness; ii\) develop an approach for measuring competitiveness \(through a metric or set of metrics\); and iii\) as part of the above, establish how, and the extent to which, carbon pricing policy influences business competitiveness\. We expect this work to be supported by a review of relevant literature on competitiveness both in the UK and globally\. The second phase \('Phase 2'\) seeks to apply the framework developed in Phase 1 through quantitative modelling of the impacts of scenarios for UK carbon pricing policy on the competitiveness of businesses within scope - specifically drawing out the impacts of scenarios for a UK Emissions Trading System \(ETS\) on competitiveness\.
