There are two overarching objectives for this commission. A. Provide an up to date, quality assured, strategic impacts tool suitable for publication. B. Provide an accompanying guidance document that explains the evidence and methods used in the tool and how the outputs from the tool should and should not be used. This should be suitable for publication alongside the tool.
