Work description

Highways England is seeking a contract for provision of economics and evaluation services for the A303 Stonehenge - Amesbury to Berwick Down scheme. The main task is to propose suitable evaluation methods to validate the extent to which the scheme has delivered its expected cultural heritage contingent valuation benefits post-scheme opening. This should be summarised in a report. We wish to commission a scoping study to identify suitable methods and metrics to effectively validate and evaluate the cultural heritage benefits of the scheme, as measured by the contingent valuation survey, post-opening. The main purposes of evaluating the scheme's cultural heritage impacts are: 1. To understand the extent to which the scheme has delivered the expected cultural heritage benefits, appraised as part of the OBC 2. To identify the major factors that contribute to the delivery of cultural heritage benefits, as measured and monetised by the contingent valuation survey 3. To inform the scheme's Benefits Realisation Management Strategy and complement the scheme's Benefits Monitoring and Evaluation Plan 4. To demonstrate to local, national and international stakeholders (DfT, Public Accounts Committee, UNESCO), including heritage partners, the extent to which the scheme has delivered the expected cultural heritage benefits 5. To learn lessons for future Highways England (and wider government) appraisals, where cultural heritage is identified as a significant impact This study needs to review the intent of the public commitment made and develop an appropriate methodology for a future evaluation. This is not a straightforward evaluation task and will require a carefully thought-through methodology.
