Consultancy Support for Rail Reform PMO

To support the re-establishment of the Rail Reform PMO. To support with a diagnostic on what functions are required within the PMO to re-embed programmatic discipline across rail reform, In particular, this will include proposals in the areas of a) governance, secretariat and reporting and b) risk management and c) benefits management and change if needed.
