S30108 National Highways Growth and Housing Accelerator Fund Technical Support

Description

This work order will enable National Highways to bring in specialist technical support to deliver the Growth and Housing Accelerator Fund, a £165 million programme designed to unlock stalled housing and employment developments that are currently delayed due to funding gaps and the need to ensure the strategic road network remains safe and fit for purpose. Without this support, there is a risk that essential infrastructure upgrades (such as junction improvements or new links) are not properly planned or delivered in time, which could lead to increased traffic pressures, safety concerns, and continued delays to much needed homes and jobs. The work involves assessing and prioritising schemes, building strong business cases, managing risks, and overseeing delivery to ensure projects are completed safely, on time, and within budget through to 2031. Given the scale of investment, the government's housing targets, and the safety implications of unmanaged traffic growth, appointing this capability is both urgent and essential to ensure the programme delivers value and prevents wider operational and safety issues across the network.
