Tenable licence uplift

Replacement contract required to uplift current licence count from 4840 IPs to 12,000 IPs. Current contract (con_3436) will not support the uplift costs, so we will be running a competition via CCS TPAS framework in order to put a replacement contract in place. Our agreement with Tenable runs from October to October and we will be looking to put a contract in place to run from 01/03/21 to 28/10/22
