Description
The commission is to cover the delivery of two projects that fall under one overall delivery piece, the commission is therefore separated into the two distinct projects: - - SRN Delay: multi-modal corridor investment study - Active Travel pipeline development Specialist consultants are required to develop a robust pipeline of multi-modal and active travel interventions that support National Highways' strategic objective of reducing recurrent delay on the Strategic Road Network (SRN) through provision of realistic travel choices. The commission comprises two interrelated workstreams: (1) a Corridor Investment Study to identify, appraise, shortlist and develop a full five-case business case for priority corridor interventions deliverable within the RIS3 period, and (2) Active Travel Pipeline Development to identify and prioritise future active travel investment opportunities using National Highways' Active Travel Investment Dashboard and wider evidence base. The consultants will undertake data-led appraisal of identified corridor locations, stakeholder engagement with local and regional partners, development of prioritisation methodologies, and recommendation of investable interventions that improve network performance, customer choice, safety, connectivity and integration with wider transport networks. The output will provide National Highways with a prioritised, evidence-based investment pipeline and business cases to support future funding and delivery decisions.
